Neither parent worked, but that still didn't give them enough time to spend much with the young boy when they weren't partying their nights away and dealing with the hangovers. The kid never really saw or acknowledged those parts, simply reveled in the moments that he actually got to spend with each of them.He could see his parents together and as far as the child understood they were a happy couple. They didn't always go out together but they did sometimes. Mid days were always his favorite, when they were willing to interact with him. His father was a bit strict on manners but the two were close. Young Seneca looked up to his father, enjoyed the days that could be just boys days. His mother was a beauty and a sweet woman when she wasn't showing off for her friends. The time at home was the best, and she encouraged young Seneca and his actively creative imagination for the most part. His father wasn't too keen on the wild nature of the boy's imagination. He thought too much, his mind wandered. He was often scolded and learned early on the concept of control and keeping his ideas within his own mind. It was difficult, but he learned. He was supposed to grow up to be content with the simplicity of the party hard Capitol life.
The majority of his young life was spent with a middle aged avox instead as a sort of sitter. The forty year old male named Cade was a kind man who had served the family since his early twenties as far as Seneca had gathered over his life. Being that the parents were almost always drunk, getting drunk, or coming down from getting drunk still in their early lives, the avox took care of their son when they weren't able. He'd play and listen to the crazy ideas the young boy could throw out at him. But there was a clear line drawn by his parents and the avox himself. He looked after the boy, that was his job, but he wasn't another parent. As the boy grew older he grew to understand better that Cade was not his friend nor his family, his lack of speech and eating around him was not a choice. He'd done bad things and taking care of Seneca and his family like he did was punishment. Although the boy didn't lose his respect for the man in many ways he developed the understanding that those like Cade were below him. But it also shaped his behavior toward them in a positive way and gave him a reason to allow his avoxes some dignity and humanity still. He owes part of who he is to that avox. And his parents didn't quite mind, it kept the active boy out of their hair when they weren't in the mood. It wasn't such a big deal in the first ten years, they all made sure that the most important people in his life were still his parents.
Then at the age of ten their ideal little family fell apart. His father left them. For another woman, another child, another life. He got bored and found something else and a bit of a mix up and for a ten year old Seneca one day the man he looked up to just wasn't there anymore. He'd been so close to the man, watching his every move following his every direction, working to impress him since he understood the concept of other peoples' feelings toward him. Angry at himself for not living up to expectations, angry at the man for leaving, and angry at that other family for taking him away from them. He didn't know who they were but he knew he sure hated them. And the man leaving hit him hard. Cade did his best to step in as a father but he was just a house servant and for a good year Seneca refused to see him as any more and cut even what friendship ties there were for a good year or so. His mother was devastated and only increased her party attendance which left the boy to sit ad fume in his anger all on his own for most of the time.

The fresh ideas, the eager ambition of the young Gamemaker, and his potentially easy to sway mind made him a perfect candidate. His motivations were to impress those above him. He was still young and not quite set entirely in his ways, he could be easily controlled by someone like Snow. So they thought anyways. With the quick promotion Seneca took over lead on the 70th Games and hasn't looked back since. A part of him wonders what his father thought of him when he was introduced to Panem as the new Head Gamemaker just before the Games that year.
