Personality
Tulvin, who prefers to be called Vinny, is known for mainly two things. His natural skill and expertise with technology and hacking, and his extremely 'quirky' personality. He is a highly intelligent individual. When it comes to technical information anyways. He can recall facts and memories off the top of his head like it is nothing, even the most useless of information. He has a claim that "Vinny can hack anything, Vinny can fix anything, and Vinny can break it all too." Although he can't be perfect, and it frustrates him to no end when he runes into something he just can't accomplish, he will claim to be able to do it all. Vinny works quick and best while he is alone. He has heavy responsibilities and he takes those very seriously. On the inside anyways. He is good at following orders and doesn't question too much how his assignments will effect anything but himself. Very one track minded while working he hates to be disturbed. He makes his job look easy and claims it to be, but his mind is constantly working hard and he has spent his whole life perfecting his 'craft'. He is always prepared to get back to work, and he's always got a computer information chip on him attached to a decorative looking necklace, in case he has to download or upload anything at any given moment. Even when he doesn't know how to do something he will say he does just so he can sit down and work on it and see something new. He's very curious. He's very agile, physically and mentally quick to act, and also has a tendency to climb things. For being under ground he likes to be above things. Maybe he feels less people will bug him while he is thinking that way. Vinny seems to never forget anything, and appreciates the schedule driven life of District 13.
Then there is the second part of his 'reputation' of sorts. The questionable sanity of a socially confused individual who hasn't seemed to grow up past childhood. From simple things like talking to himself while he works to the more noticeably odd behaviors of referring to himself in third person. His mind often wanders from a conversation leaving him staring off into space and likely annoying the person he is speaking with. Growing up cooped up under ground has hardly done good for his natural tendencies toward weirdness. He is constantly looking for things to do. Challenges, games, anything he can manage to find to occupy his mind when he doesn't have work. He's always wanting to be doing something and will take the smallest of tasks just to do so. Vinny is an energetic individual that tends to tell jokes only he seems to laugh at and pulls people into his odd activities just so he doesn't have to be alone. He still does childish things and can be found in any free time of his joining some kids in some questionable activities. In the most serious of moments or conversation he is likely to burst out with some of the most random or unimportant, at least unrelated, thoughts one could imagine. He's generally a rule breaker. The type that sees a "Keep Out" or "Don't Touch" sign as a challenge rather than an actual order. No sign is going to tell Vinny what not to do. He has some odd smaller habits as well like eating things only using a knife that was meant for fighting rather than eating, talking a lot once he gets started, over sharing, constantly playing with whatever is in his hands, and talking to pretty much nobody. He's got a lot going on in his head and sometimes it just comes out. His usefulness with technology makes up for his odd and sometimes hard to tolerate personality. Vinny likes patterns, has a tendency to pace around the place as he thinks, and can be very emotional at times. He's a talented hard worker with just a few little challenges to work though. Not that he wants to change.

Tulvin was an only child and the product of a challenging pregnancy. He seemed to be a normal baby though, and the family of three were as happy as they could be. He had both parents most of his young life, and his father is still around. Vinny grew up fairly normal, although a very quick learner and extremely curious in all that he did. Physically he was on target for his age but mentally he seemed to excel far ahead very fast. He grew up at the top of his class academically, but socially always toward the bottom. At the start of schooling he was okay. Had a couple of friends and generally got along with everyone. But as he got older he became the weird kid. The one people didn't want to be around. He was too smart, thought he knew everything, and had some odd habits. He always had a bit of a disassociation with himself, referring to himself as "Vinny" instead of "Me" or "I". His parents were naturally concerned at his lack of friends or social abilities. He struggled to understand certain feelings and behaviors from other people. He was emotional, but understanding those from other people was a whole different story. They worked with him, trying to suppress those quirks to make him more 'normal'. Scolded him for using his name, for changing subjects drastically, for fidgeting all the time. Made him join activities with other kids that had nothing to do with his natural fascination toward all things technical. Needless to say, it didn't really work.
As a teenager he was socially in the same spot, they had failed to modify his personality or his interests, and he remained much of a social outcast among the majority of his peers. If he had merely been gifted and intelligent he could have been a very popular person. But he was different. Vinny showed promise as soon as he was allowed in technology based classes and excelled greatly. Even to the point where he started to work things around differently than was taught or improve upon what was taught. Much to the annoyance of his teacher. It left him with the reputation as a know-it-all smart ass student that teachers particularly hated. Maybe because he was generally right and good at proving them wrong. He was good anyways, in advanced technology classes and acing those academically. He made it through school quite pleased with himself having advanced as far as he felt he could with school. His parents were happy for the academic honors but the remaining lack of a social life still worried them.
It was only natural for Vinny to go into technology and communications fields of work. From simply maintaining certain equipment he could use to actually using the systems he proved to be useful in the field. And with a willingness to help out with rebel ideas he made his worth and has paid his way despite his social struggles. He continues to grow and learn more, including some experimental things on his own time. There was a period in his life about six or seven years prior to today that he went through a more social phase. With pressure from those around him, he started to actually try to interact among other people. He made some friends and also ended up meeting a couple of girls. Now that his smarts were worth something the social thing was slightly easier although it didn't make him less awkward. But there were a couple of one night flings and what would his luck be, but to have produced a daughter. Not that he had to take responsibility. The mother kept the child from him, claiming his normal personality was disruptive to society, irresponsible, and a horrible example for a child. And so despite his tries, as Vinny though challenged with people felt a need to help raise the child, he didn't get to be a part of her life. Not for six or so years of it.
Recently after the mother had passed away, Vinny acquired simply by blood relation custody of the girl. Of course Vinny had hardly grown up himself and then to be given full responsibility of a child has been hard on him. He has been trying, but he's probably been more of a friend than a father to the girl. He's protective though, of everyone he has taken as a friend. He's promised himself that he will do anything for the people he cares about, and to the best of his ability and understanding he is doing just that.
