Personality
Judas is best known for his serious and almost emotionless demeanor in public. His military figure and manners are taken to extremes as he holds himself to a higher standard than anyone else. He gives off the feeling of authority when he enters most rooms. Standing tall, proud, perfect posture and that stoic expression of always looking down on people. During his time in leadership roles in the districts he was remembered for being ruthless and unforgiving. Seeming to have no care for the feelings of others as he dealt out harsh punishments for almost any crime. But he's known for getting the job done and in a quick manner and has earned the respect of at least many peacekeepers. He is confident in himself and his leadership abilities and it shows. Rarely does he stutter or hesitate long as he strives to maintain that look of knowing anything and being in charge. He respects his superiors, and even those below him who meet his standards. Standards that are set so high that it is nearly impossible to meet them. But he seems to care about students who try to meet that, as he's been found to show just a slight bit more attachment to the students who truly try. Although his slight bit more is hardly noticeable except for giving an extra chance or teaching certain classes himself. His social life is lacking to non-existent although his name is known by now in the district. Between his always clean and presentable uniformed appearance wherever he goes and the way he behaves he's noticed a bit and also avoided for the same reasons.
Under the strong and unbreakable Peacekeeper face there isn't a whole lot of emotion he lets himself feel. A smile is rare, and normally only in private. He's yet to settle enough to allow himself much activity beyond work for enjoyment. He keeps his work separate from the rest and so he really doesn't have any of the rest since all he does is work. Pleasing the powers in the Capitol is a hard job with such variables as teenagers to try and control. But there are certain people he cares for more than others and it starts to show after a while. In small ways, a tiny smile here, a compliment there. He's not supposed to be emotional, so he tries not to be, but he is human after all and these things slip through.

Judas was the son of a retired Peacekeeper father and a very lonely mother. The only son, he never had to share the loads of attention he got from his father who had felt so deprived during his 20 year contract that he wanted to make the best of the time with his one son. Retirement had mellowed his father a great deal from his peacekeeping days, and living off retirement funds wasn't the most extravagant of livings but it sure wasn't horrible. Young Judas always wanted to hear stories of his Peacekeeper days, but never quite got the answers he wanted from the man who would rather put his past behind him. The child did well in regular schooling, fairly standard academically and didn't stand out too much. When it came time, he chose not to go the direction of a career tribute. The idea of the Games wasn't his thing. Wasn't what his father wanted. Although his father didn't know what he wanted, since he also didn't want him to be a Peacekeeper and who knew what it would take to turn Judas into a brick mason.
Instead the young man went against his father's direction as soon as he had the choice. From a young age he'd been intrigued by the Peacekeepers. The ones around the District and even his father to some extent. The officers in their clean uniforms, orderly fashion, protecting the place he called home. For someone who was a bit of a perfectionist, as well as a believer in 'justice', like Judas he didn't think of another path. He'd grown up talking to his father's old service buddies. Some instructors in the academy, some stationed in the district, and some also retired. What he didn't get from his father the child got from them. And they were the ones that encouraged and ultimately brought Judas to sign up for the academy himself.
Serve and honor Panem, the Capitol, his district. Keep the peace protect some lives. Do something honorable with his life, that sounded like the best idea. He went into the academy young, and as the kid nobody expected much from. With standard grades and not particularly showing any prior skills toward the job he wasn't really looked at twice. Except for some good listening skills, proper behavior, and a desire to learn he wasn't worth too much to them. But he was strong willed, and a quick study, and as his time went on his skills grew and he managed to sneak up the class ranks between the cocky kids. And how he hated them so much. For being in his own mine the righteous one there for the right reasons, the ones who didn't take it seriously bugged him. The more he learned, the more it meant to him, and the more upset he got with them. He was always a serious individual, it was how he was raised, and the training only increased that. Less emotion, less joking around, the longer he stayed. But he was quite the trouble maker at times, getting into arguments with those he felt weren't trying hard enough or were wasting his time. Judas has a lot of people he despises, most of his classmates remain on that list.
Judas graduated the academy top of his class to everyone's surprise. A hardened stone cold face in the line of cadets, but proud. Even the man who hadn't wanted to see him go that route was proud to see him recognized at the top. Judas was as happy as he could be behind the straight militaristic face but he'd learned to keep it inside. Maybe a small celebration when he was alone, if he ever got that. After graduation he signed on for the mandatory twenty years and then he was sent to work in a District unit. Starting in District 4, a wealthier and easier district to handle, but over the years he moved through each of the districts and many ranks. He kept a clean, perfect service record. Not only for papers sake but his own. Any smudge would only upset him if not anyone else. He was a lucky person with no major injuries or scuffles to report. And rebellion action wasn't coming around at that point. He was at one time or another stationed in each district for a time between requesting a change and being moved or requested otherwise. Anything he could do to help protect his country and it's people. For whatever his feelings of what protecting the people meant were worth.
By the time his mandatory twenty years were up he was commanding the forces in District 11 for the last couple of years. As a now 38 year old he was completely confident in himself and his position. And the fact that he advanced so quickly made it even better. Pleased, enjoying himself. He was known as a bit ruthless, dealing out punishments for even the smallest of crimes. The law is the law as he'd say, even the smallest things counted. And he was all for physical punishment, inciting a little bit of fear. But he claimed it just, as he said he only punished those who were guilty. Of course, as judge and jury himself that label didn't mean all too much. He had control anyways, and instead of taking the retirement he signed on another contract for longer years in service. He felt he could keep going a whole lot longer than his father had and actually make a difference.
It wasn't long after that when Judas got the invitation to come work in the academy. His devotion to the job, his serious approach, his spotless record. It was noticed, just as well as his willingness to sign on longer. He considered it for a bit of time before accepting the offer to come do some teaching. The Peacekeeper arrived back at District Two after his replacement had come in his previous post. Skilled in almost every aspect of the job he was confident in his abilities. When he found out that the exact offer had been not just to teach, but to replace the now retiring head peacekeeper of the academy he was thoroughly surprised. But the pride built up and like every promotion he felt so happy with himself. Teaching the next generations of Peacekeepers was an honor. Passing on his beliefs and what he had learned of the job. And heading the whole of the academy was, well, the best he could think of. Beyond heading the whole force but he wouldn't get there.

He came in hard, strict, the emotionless overseer of the academy that had a bit of an intimidating feel from him. His rules never relaxed, but he did. The position became routine, in a good way for him. There were the ups and downs of different personalities coming in and out. The perfecting his speaking skills for graduation ceremonies. Keeping things in order and being prepared for what superiors there were above him to randomly drop in. He had work to do but it was different and almost better than viciously ruling a district. He got comfortable, confident as always.
Things got turned a little sideways as he received a request from the Capitol. He hadn't been there often, beyond requested meetings and ceremonials. He'd gotten messages quite often. Requests for information or changes on things. But not to come pick someone up. Still he took the seriousness of the request as one he couldn't do anything but comply. The names alone turned it from a request to an order not to mention the wording. And so he got himself up and left for the Capitol as soon as he could. No need to keep any of them waiting. He arrived shortly after, sitting down with the girl he was requested to meet with.
Five years before he wouldn't have known what to say to any teenager. He didn't talk to people, that hadn't been his thing. He barked orders, and when they weren't done right did them himself. But years in the academy had him developing more people skills. Students who had potential but needed the right kind of talking to. The time was convenient for Judas and he asked enough questions even he was a bit tired of it after a bit. But the girl (Shiloh) answered them and he could respect that she still answered despite getting the feeling of her annoyance as she did. And so he made the offer, well told her what he had been called to do in a way that sounded like an offer anyways. He would take her back with him to District 2, get her into the academy. It wouldn't be too hard to get the head guy to let it happen, considering he was the head guy for the academy. Since her mother couldn't handle whatever behaviors anymore, he could only guess how much work he would end up with. But he'd pushed discipline to some of the biggest issue students before and turned them to excellent cadets. What was one more? Except maybe being his boss' daughter, and the fact that she'd be living with him. His home had been his sanctuary for so long, the students were fine since he didn't have to take them home.
For the next four years the man did all he could to straighten Shiloh's behavior out. He was strict, a serious person and fairly hard to please. He had his moments where he lost his cool, others where he simply wouldn't listen to excuses. He tried to play teacher, commanding officer, while fully responsible for her in all other matters. He worked with her and watched her improvement to a point he could honestly say he was pleased. Still strict, and still keeping himself nearly emotionless, he is proud of himself for what he can see. And he can't help complimenting achievements now and then.
